Not completely, but it can be reduced. Heavy wet snow breaks branches that are dead, weakly attached or overextended, so removing deadwood and reducing long, heavy limbs before winter helps a lot. Trees with a history of splitting, or that lean over a house, are worth having looked at before the snow arrives.
Yes. Steep and tight lots are handled by climbing the tree and taking it down or pruning it in sections, with pieces lowered in a controlled way instead of dropped. The access, the slope and what sits below the tree are assessed at the estimate, so the method suits the property.
